TVET Curriculum Development, Assessment and Certification Council · sources read 3 Oct 2026
An institution or organisation applies to TVET CDACC with a training needs assessment (TNA) report. Once approved, a Sector Skills Advisory Committee and industry experts build the occupational standards and curriculum, which the Council then approves. It takes about 30 working days if CDACC guidelines are followed.

What you need
- An application to the Council with your training needs assessment (TNA) report attached
Steps
- Apply to TVET CDACC and attach your training needs assessment (TNA) report.
- If the Council approves, it appoints a Sector Skills Advisory Committee (SSAC) to represent industry.
- Industry experts analyse the job, write the task charts and package the occupational standards, which the SSAC validates.
- A curriculum committee packages the draft curriculum; the Council and SSAC evaluate it and stakeholders validate it.
- The SSAC sends the draft to the Council, which approves it for piloting or implementation.
Watch out
- The 30 days is a guide. The real time depends on your institution and the SSAC.
- Every curriculum developed through CDACC is for public use, so your institution won't own it exclusively.
- CDACC is for TVET curricula. Basic education curricula go through KICD.
Who can apply
- Institutions and organisations, working with industry. An individual cannot develop their own curriculum.
