Finance Bill and Finance Act: this year's tax changes and how to give your views
National Treasury / Parliament of Kenya / KRA · sources read 4 Oct 2026
Each year the Treasury Cabinet Secretary announces the budget's tax measures and tables the Finance Bill in Parliament the same day; you can send your views on it through the Parliament website. Once passed and signed it becomes the Finance Act: the 2026 changes started on 1 July 2026.
- Where
- Online: National Assembly Bills page on parliament.go.ke ('Submit Comments'). Tax changes in force: KRA public notices on kra.go.ke.
Steps
- Follow the budget statement: the Cabinet Secretary announces the tax measures and submits the Finance Bill to Parliament on the same day.
- Find the Finance Bill on the National Assembly Bills page (parliament.go.ke) and use 'Submit Comments' to send your views.
- The Finance committee introduces the Bill with its report, then the National Assembly debates and votes on it.
- After the President signs it, check KRA's public notices for what changed and from which date.
Watch out
- An Act normally starts 14 days after it is published in the Gazette, unless it sets its own date, so check each change's start date.
- The President has 14 days to sign a passed Bill or send it back to Parliament with reservations.
Who this covers
- Anyone can take part: Parliament must make room for the public in law-making.
