Get a digital health system (EMR, app) certified by the Digital Health Agency
Digital Health Agency · sources read 4 Oct 2026
Any digital health system (EMR, hospital, lab, pharmacy or health app) must be certified by the Digital Health Agency before it is deployed. Start on app.dha.go.ke: fill a self-attestation, pay by mobile money, upload evidence, then pass lab testing.
- Fee
- We couldn't confirm a fee from the official page. Check it there before you pay.
- How long
- Typically 3 to 6 months from application to decision
- Where
- Online on the DHA certification portal (app.dha.go.ke, via certification.dha.go.ke). Questions: certification@dha.go.ke
What you need
- Organisations: Certificate of Incorporation
- Organisations: KRA PIN Certificate
- Organisations: a valid Tax Compliance Certificate (you give its expiry date)
- Innovators and students: national ID and a valid school or student ID
- ODPC registration as a data controller and/or processor (number and date)
- A completed Data Protection Impact Assessment (DPIA) for the system
Steps
- Go to certification.dha.go.ke and click to start; you create your account on the DHA certification portal (app.dha.go.ke).
- Fill the self-attestation: seven steps about your organisation, how the system is classified, its clinical functions, reporting, security, data exchange and your own gap assessment.
- Sign the declaration electronically and pay the application fee by mobile money.
- Upload your evidence as PDFs (max 2 MB each). You can't submit for review until every mandatory item is in.
- After documents pass, set up your testing environment. DHA assigns a category, raises the lab testing fee, and the lab tests your system before DHA decides.
Watch out
- Four technical requirements block submission outright: ODPC registration, a DPIA, encryption at rest and encryption in transit. Sort them out before you start.
- DHA does not publish fee amounts. You see the amount in the portal before paying, and larger lab fees can be paid in two instalments.
- Full certification lasts two years; conditional certification lasts one. A rejection can be appealed.
Who can apply
- Required for every digital health system used in the health sector, in public and private facilities, before it is deployed.
- You can apply as an organisation or as an individual innovator (including students).
