Factories on NEMA's controlled list need an emission licence: apply with a stack emission report done in the last 6 months (KSh 5,000 to apply, KSh 20,000 to 50,000 a year). To run a vehicle emission testing centre, apply for designation on the NEMA licensing portal (KSh 50,000), then take out a yearly operating licence (KSh 100,000).
