Get a noise or excessive vibration permit (events, construction, worship)

National Environment Management Authority · sources read 2 Oct 2026

If your event, church, construction or demolition will be louder than the legal limits, get a licence or permit before you start, and check with your county first since counties now enforce the noise rules. NEMA's permit (fireworks, demolition, heavy works) costs KSh 500 to apply plus KSh 5,000, is issued within 2 working days and lasts 3 months.

What you need

  • Why you need the sound source, your plans and the dates or period it will run
  • How you will control and reduce the noise
  • Proof that you notified neighbours likely to be affected (not needed for community-wide or public events)

Steps

  1. Ask your county environment office first: NEMA says county governments now enforce the noise rules.
  2. Know which one you need: a licence for amplified sound or a PA system (lasts up to 7 days), or a permit for fireworks, demolition, firing ranges or heavy industry (lasts up to 3 months).
  3. Notify the neighbours likely to be affected, and keep proof to attach to your application.
  4. Apply online and pay the fee. For a NEMA permit: KSh 500 application plus KSh 5,000.
  5. Wait for the decision, which should come within 2 working days, and follow the hours and noise levels set in it.

Watch out

  • Counties now enforce noise rules, so the county may be the office that actually issues your noise permit.
  • A noise licence for amplified sound lasts at most 7 days, so a weekly event needs a fresh one.
  • If NEMA does not process a licence application within 2 days, the law lets you go ahead with the activity.

Who can apply

  • Anyone planning an activity that will make noise or vibration above the permitted levels.
  • Licence: amplified sound heard outside a building between 9pm and 7:30am, or a public-address system used outdoors.
  • Permit: fireworks, demolitions, firing ranges and specific heavy industry.
