Is miraa or muguka legal? Rules and county bans
Agriculture and Food Authority Regulations, 2023); county governments · sources read 4 Oct 2026
Yes. Miraa and muguka are legal, regulated crops: national rules count muguka as a type of miraa. To sell it you need a county vendor licence, you must sell at a designated point, and you may not sell to anyone under 18.
- Where
- Vendor licences: your county government's trade or licensing office. Exporting miraa: the Agriculture and Food Authority (AFA).
Steps
- To sell miraa or muguka, first get a miraa vendor licence from your county government.
- Sell only at a designated selling point, not anywhere you like.
- Never sell miraa or muguka to anyone under 18.
Watch out
- In May 2024 Mombasa's governor issued an order banning the entry, transport, trade and use of muguka in the county.
- Kilifi and Taita Taveta issued similar muguka bans.
- The High Court at Embu suspended those county bans with conservatory orders in 2024. Check with your county before trading there.
Who this covers
- Anyone growing, selling or buying miraa or muguka in Kenya. Muguka is covered by the same miraa rules.
