Apply for a HELB second and subsequent loan (continuing students)
Higher Education Loans Board · sources read 30 Sep 2026
If you're in second year or later, apply again every year when the window opens, using the HELB mobile app or by dialling *642#. It's free, and the SMS with your loan serial number is your proof that you applied.
- Fee
- We couldn't confirm a fee from the official page. Check it there before you pay.
- Where
- On the HELB mobile app (Google Play Store) or by dialling *642#
What you need
- A mobile number registered in your own name
- Your national ID number, first name as on your ID, and a valid email address
Steps
- Download the HELB app from Google Play Store, or dial *642# on your phone.
- Register with your phone number to get a PIN, then log in. Enter your first name as on your ID, your ID number and email.
- Open the loans or scholarship tab, choose Degree (or Certificate/Diploma for TVET), then tap "apply" on the Second and Subsequent Scholarship and Loan.
- Answer the short financial literacy questions, check your loan details and tap "submit". A pop-up shows your loan serial number.
- Wait for messages about your award and the upkeep and tuition payments. You can also check status on the HEF student portal.
Watch out
- Use a phone number registered in your own name. Numbers registered to someone else can't complete the application.
- Keep the confirmation SMS with your loan serial number. It's your proof that you applied.
- Applying is free. HELB doesn't charge any fee, so report anyone asking you to pay.
Who can apply
- University and TVET students after their first year. Second and subsequent applications are made each year when the window is open.
- Funding is not automatic. You must apply every year, and funding covers up to the length of your course.
