Clearance documents for a government job (Chapter Six)
KRA, HELB, DCI, Credit Reference Bureaus and EACC · sources read 3 Oct 2026
For most government jobs you need to meet Chapter Six of the Constitution, so get these five ready: a KRA tax compliance certificate, a HELB compliance or clearance certificate, a DCI police clearance (good conduct) certificate, a CRB clearance certificate and the EACC self-declaration form. Each comes from its own agency.
- Fee
- We couldn't confirm a fee from the official page. Check it there before you pay.
- Where
- Each agency separately: iTax (KRA), HELB portal, eCitizen (DCI), a licensed credit bureau (CRB) and an EACC office
Steps
- KRA tax compliance certificate (TCC): apply on iTax and it is emailed to you. It is valid for 12 months. See our KRA TCC page.
- HELB compliance certificate (or clearance certificate if you have finished repaying, or non-loanee certificate if you never borrowed): get it from the HELB portal. See our HELB compliance page.
- DCI police clearance (certificate of good conduct): apply on eCitizen, then take the C24 form, invoices and your original ID for fingerprints. You download it when you get an SMS. See our good conduct page.
- CRB clearance certificate: ask one of the licensed credit reference bureaus. Your first clearance certificate is free. See our CRB page.
- EACC self-declaration form: fill in two copies, sign before a Commissioner for Oaths or Magistrate and hand it in at an EACC office. No certificate is issued; EACC reports to the employer. See our EACC clearance page.
Watch out
- Don't wait for an EACC certificate: none is issued. Keep your stamped copy of the form as proof you applied.
- Outside state offices, an employer can only demand clearance certificates once it intends to hire you.
Who can apply
- Anyone applying for a public service job: adverts require you to meet the requirements of Chapter Six of the Constitution.
