Noise rules: loud music, parties, hooting and building at night

Environmental Management and Co-ordination Regulations, 2009 · sources read 2 Oct 2026

Nobody may make loud, unreasonable noise that disturbs others, and sound equipment heard outside a building between 9 pm and 7:30 am needs a licence. Hooting is allowed only to prevent an accident, and fireworks or demolitions need a NEMA permit.

Where
Noise from homes, clubs, churches and matatus: your county government. Quarries, fireworks and demolitions: NEMA (0786 101 100, incidence@nema.go.ke).
Go to Control

Steps

  1. For noise from clubs, churches, house parties or matatus, report to your nearest county government office.
  2. For blasting and vibrations from quarries, report to the NEMA County Director of Environment or the NEMA hotline 0786 101 100.
  3. If you will use loud sound equipment outside between 9 pm and 7:30 am, get a licence first.
  4. If NEMA refuses your licence or permit, you can appeal to the National Environment Tribunal.

Watch out

  • Sirens, emergency alerts, emergency work, parades and national celebrations are exempt.
  • A noise licence lasts at most 7 days; a fireworks or demolition permit lasts at most 3 months.
  • Breaking the rules can mean a fine of up to KSh 350,000, up to 18 months in jail, or both.

Who this covers

  • Everyone: residents, event organisers, churches, businesses, drivers and builders.
  • The person in charge of a party is responsible, including the owner and adults living on the premises.
  • Drivers: hooting is allowed only to prevent an accident or incident, and a vehicle may not make loud, unusual sound or go above 84 dB(A) when accelerating.
  • Builders: construction equipment and outdoor building work must stay within the legal construction-site noise limits.
  • Fireworks, demolitions, firing ranges and some heavy industry need a NEMA permit.
