Appeal to the Public Service Commission against a disciplinary or HR decision
Public Service Commission · sources read 3 Oct 2026
Once your employer's internal process is finished, file a written appeal with the Public Service Commission within 90 days of the decision, using the prescribed form. It is free and PSC aims to decide within about 105 days.
- Fee
- We couldn't confirm a fee from the official page. Check it there before you pay.
- How long
- About 3½ months (105 days) from when PSC receives the appeal
- Deadline
- Appeal within 90 days of the decision
- Where
- Public Service Commission, Commission House, Harambee Avenue, Nairobi (P.O. Box 30095-00100), plus a copy by email
What you need
- County appeals: Form CA 1 (in the County Appeals Procedures Regulations, 2022)
- State corporations and public universities: Form A (in the 2025 Disciplinary Appeals Regulations)
- County appeals: five copies of your appeal papers for PSC, plus a copy by email
- All documents that support your appeal (letters, the decision, your replies)
Steps
- Finish your employer's internal appeal process first.
- Fill in the prescribed appeal form: your details, the facts, your grounds, the documents you rely on and what you want PSC to do. Download the regulations (with the form) from publicservice.go.ke under Legislation.
- File it within 90 days of the decision. PSC can allow a late appeal if you ask in writing and explain why.
- Deliver copies to PSC (Commission House, Harambee Avenue, Nairobi) and also email them to PSC's official address.
- PSC hears the appeal orally or on written submissions, then upholds, varies or replaces the decision.
Watch out
- Appeals are free. Anyone asking for money to 'help' your appeal at PSC is a fraudster.
- Lost a county appeal? You can ask PSC to review its decision within six months, for example if you have new information or there is a clear error in the decision.
- You don't need a lawyer for a disciplinary case; PSC says you can represent yourself.
Who can apply
- County staff, and anyone affected by a decision of a County Public Service Board, County Assembly Service Board or county executive.
- Anyone unhappy with a disciplinary decision of a state corporation or public university.
- Civil servants unhappy with a disciplinary decision of their Authorized Officer.
