Apply for trade remedies against dumped, subsidised or surging imports (KETRA)

Kenya Trade Remedies Agency · sources read 4 Oct 2026

If cheap, subsidised or sudden floods of imports are hurting your Kenyan factory or farm business, file a complaint with KETRA. It is free, but the complaint must be backed by producers making at least 25% of the local product.

Fee
We couldn't confirm a fee from the official page. Check it there before you pay.
How long
Usually within 45 days of your written application, KETRA decides whether to start an investigation.
Where
KETRA, 2nd Floor, Kenya Institute of Business Training Building, Ojijo Road, Parklands, Nairobi. Email info@ketra.go.ke
Go to KETRA

What you need

  • The KETRA complaint form (questionnaire) for your case: anti-dumping, subsidies or safeguards
  • Supporting evidence such as commercial invoices or offers and official trade and production statistics
  • Letters of support (or opposition) from other local producers, attached as Annexure C2
  • A non-confidential version of any confidential information you submit

Steps

  1. Contact KETRA with your complaint (info@ketra.go.ke, or visit the office in Parklands, Nairobi).
  2. KETRA officers decide whether your case is about dumping, subsidies or an import surge and give you the right form to fill.
  3. Fill the form with full evidence, have it signed by a director or authorised agent, and send it to the Executive Director, KETRA, in hard copy and electronic format.
  4. KETRA decides whether to open an investigation, usually within 45 days of getting your written application. The investigation itself can take from 90 days to 12 months.

Watch out

  • KETRA does not charge any fee for its services, so don't pay anyone who asks for one.
  • Have your figures ready: injury data normally covers the last three financial years plus the current one, and dumping data the last 12 months.
  • KETRA only deals with unfair imports. Unfair competition between businesses inside Kenya goes to the Competition Authority of Kenya.

Who can apply

  • Kenyan producers and manufacturers whose industry is being harmed by unfairly priced, subsidised or surging imports.
  • The complaint must be supported by at least 25% of the local industry making the same (like) product.
