Steps

  1. Attend the Public Sector Hearings at KICC (Amphitheatre), 7 to 9 October 2026, from 8:30 a.m. Each sector (health, education, energy and others) presents its budget plans. These hearings are for the FY 2027/28 budget only.
  2. Give your views and submissions there. If you can't attend, follow the link the Treasury posts on its website and social media.
  3. For written views, check Public Notices on treasury.go.ke. Each notice names an email and a deadline: for example, comments on the draft 2026 BROP went to brop@treasury.go.ke.
  4. For tax proposals, name the law or section to change, the problem, and your evidence.

Watch out

  • 2027 is an election year, so the budget runs early: the Finance Bill 2027 goes to the National Assembly in January 2027.
  • Treasury windows are short and close early. Tax proposals for the Finance Bill 2027 closed on 31 August 2026; after that, give views to Parliament when it calls for them.

Who can apply

  • Anyone: members of the public, county governments, NGOs, civil society, professional bodies, businesses and religious groups.
  • By law the Treasury must seek the public's views when preparing the Budget Policy Statement.
