What you need

  • A police abstract, or a letter from a government administrator

Steps

  1. Report the loss at a police station and get a police abstract.
  2. Go to the registration office or Huduma Centre nearest you, with your abstract, and apply for a duplicate ID in person.
  3. If a fee is due, it's paid through eCitizen. Ask the officer what you need to pay before paying anyone.

Watch out

  • You must apply yourself. Nobody can apply for an ID on your behalf.
  • The government has waived this fee for set periods before, like the six-month waiver gazetted in 2025. Check on eCitizen whether a waiver is running before you pay.
